AI demand is real—but leadership chaos and geopolitical risk loom

Intel beat Q4 earnings with an 87.5% EPS surprise and DCAI revenue surging 15% sequentially to $4.7B, proving AI server demand is genuine. But Q1 2026 guidance of $11.7B–$12.7B fell short of the $12.6B Wall Street consensus and the stock dropped 6.5% in February on execution doubts. Now the company faces a larger crisis: on March 5, a bipartisan group led by Elizabeth Warren and Tom Cotton alleged Intel tested chipmaking tools from ACM Research, a Fremont-based firm with sanctioned Chinese customers including SMIC, YMTC, and CXMT. Intel denied the tools are used in production and stated full compliance with regulations, but the letter raises fiduciary questions about U.S. government ownership. In parallel, Kevin O'Buckley, SVP and GM of Intel Foundry Services, departed for Qualcomm—the third foundry leadership change since 2021—as the business still lacks major customers despite aggressive pursuit. The foundry segment lost $2.5B in Q4 2025.

The national security allegation and leadership exodus expose cracks in Intel's turnaround narrative that earnings beats and margin expansion (projected 30.3% EBITDA in 2026 from 21% in 2024) cannot paper over. AI demand is real, but Intel's inability to guide confidently, combined with foundry losses and political pressure, suggests either deeper operational instability or external headwinds the company isn't disclosing. With $37.4B in cash and strategic investments from Nvidia and SoftBank, Intel has cushion—but execution credibility is eroding fast, and geopolitical friction could force regulatory constraints that limit both supply and customer access.

Watch: Congressional follow-up on the ACM Research matter and whether regulators impose new tool restrictions on Intel's suppliers. Q2 production ramp and customer commitments (CEO Tan said two customers are testing Intel 14A with potential commitments later in 2026). If security concerns escalate or foundry continues burning cash without wins, expect another leg down toward the $45 support level DA Davidson outlined.
